A Scrum Team should have all the competencies needed to accomplish the work necessary to meet its goals. This means that the team is cross-functional, possessing a diverse range of skills that enable it to complete tasks without depending on external resources. Having a team with all necessary competencies ensures that work can flow efficiently through the Scrum process, allowing for quick iterations and the ability to respond to changing requirements. This feature is fundamental to the Agile philosophy, which emphasizes flexibility, collaboration, and the ability to deliver completed work incrementally and iteratively.

In contrast, following orders from management would undermine the team’s autonomy and self-organization, which are core principles of Scrum. Focusing solely on tasks assigned by the Product Owner would limit the team's ability to collaborate and innovate, as it could inhibit self-direction and the team's ownership of their process.
